Meet the Chief of Police

I am a dependable, hardworking law enforcement professional who leads by example. With over 20 years of dedicated service, I began my career with the Parker Police Department under the leadership of Chief Charles Sweatt. In 2014, I joined the Gulf County Sheriff’s Office, where I served as a patrol officer, narcotics investigator, and criminal investigator until 2019, following the devastation caused by Hurricane Michael.

In 2019, I accepted a position with the Florida Department of Corrections’ Office of the Inspector General, where I worked as a Senior Law Enforcement Inspector. In December 2024, I was honored to return to Parker to serve as the Chief of Police.

As your Police Chief, I am committed to fostering a department culture rooted in honor, courtesy, and respect. I hold certifications as both a general and firearms instructor through the State of Florida, and all of my training was completed at Gulf Coast State College in Panama City. Throughout my career, I have pursued professional development in advanced narcotics investigations, crimes against children, field training, case management and preparation, and specialized interview and interrogation techniques.

It is my privilege to serve the City of Parker, and I will hold myself and my officers to the highest standards of professionalism and integrity.

James Baxley, Chief of Police
